National Communications Academy
National Communications Academy–Wireless (NCA-W), formerly known as the Wireless Monitoring Training and Development Centre (WMTDC) was established in 1978, is the apex national training institution for Radio Spectrum Monitoring and Management in India. NCA-W serves as the principal capacity-building arm for officers of the Indian Radio Regulatory Service (IRRS) Group ‘A’ and Group ‘B’ cadres of the Wireless Planning and Coordination (WPC) Wing and the Wireless Monitoring
Organisation (WMO).
The Academy conducts induction and orientation programmes for IRRS officers, along with specialised training in terrestrial and satellite spectrum management, radio monitoring, RF measurements, and ITU-aligned regulatory practices. Emphasis is placed on hands-on exposure through operational spectrum monitoring facilities and field equipment.
NCA-W also delivers examiner and refresher training for GMDSS and organises customised workshops for government and public sector stakeholders. In support of the Government of India’s digital learning initiatives, the Academy has developed and published multiple domain-specific e-learning courses on the Integrated Government Online Training (iGOT) platform, enabling scalable and continuous capacity building across the country.
