Details of Service

  1. Audio Conferencing: The Audio Conferencing Service allows users from multiple locations to join a single audio conference and interact at the same time. The audio conference services provide real-time transmission of voice between groups of users in two or more locations. The service is bidirectional via telecommunication networks, and provides for interconnection of two or more audio conference terminals.
  2. Audiotex: It is either an interactive or a non-interactive non real time service which provides through appropriate access by standardized procedure for users of Audiotex service to communicate with database (database system shall be present within national boundaries) via telecom network. A subscriber can retrieve the information at any time by interacting with the Audiotex Service Equipment by using phone and/or the information stored in Audiotex equipment can be disseminated to the subscriber on his phone in accordance with conditions mentioned in this chapter.
  3. Voice Mail Service: In a Voice Mail Service (VMS), the subscriber has a voice mail box with voice mailbox number from authorized telecom service provider. Any subscriber can leave/ retrieve his message in/ from his Voice mail box via a licensed telecommunication network using a combination of store & retrieve techniques. A VMS subscriber can leave/ retrieve this message by dialing voice mail box number at his convenience in accordance with conditions mentioned in this chapter.

Who Can Apply

  1. The applicant must be an Indian company, registered under the Companies Act, 1956/ 2013 (as applicable).
  2. The Applicant Company/Indian Promoters/Investing Companies including their holding companies shall comply with relevant provisions of extant FDI policy of the Government of India

a. Copy of registration certified by Company Secretary/Statutory Auditor and countersigned by Director duly authorized by the company.
b. Articles of Association certified by Company Secretary/Statutory Auditor and countersigned by Director duly authorized by the company.
c. Memorandum of Association certified by Company Secretary/Statutory Auditor and countersigned by Director duly authorized by the company
d. Equity Details certificate from the Company Secretary/Statutory Auditor countersigned by the Director duly authorized by the company.
e. Certificate from the Company Secretary/Statutory Auditor, countersigned by the Director duly authorized by the company to disclose the status of foreign holdings.
f. Net worth of the company certificate from the Company Secretary/Statutory Auditor countersigned by the Director duly authorized by the company.
g. Paid up capital certificate by the Company Secretary/Statutory Auditor, countersigned by ,the Director duly authorized by the company
h. MHA clearance (in case of foreign nationality/ CEO/CTO/CFO, Director)
i. Power of Attorney by Resolution of board of Directors
k. Payment Challan Copy
j. Other Documents, if any

Application Process

Registration The Applicant companies desirous of getting the Access Service Authorization under Unified License/UL-VNO Agreement may submit the application online on SARAL (Simplified Application for Registration and Licenses) SANCHAR portal i.e. https://saralsanchar.gov.in. The Applicant companies are required to do a one-time registration on the portal. Once the registration is done the applicant company needs to apply for any of the desired authorization under UL/UL-VNO regime.

Application Submission Submit the application form and required documentation to the designated DoT office.

Processing The application undergoes a compliance and background check.

Approval Upon successful review, the license is issued, allowing the applicant to operate Access Services within the approved territories

Frequently Asked Questions

No. Services such as IVR or audiotex used within an organisation for internal use or public utility services are typically not considered commercial services requiring this authorization unless offered to third parties on a commercial basis.

It is a national-level service authorization under the Unified License regime that allows a licensee to provide Audio Conferencing, Audiotex, and Voice Mail services across India on a public telecommunication network.

The service area under this UL authorization is National Level (All India).

An Indian company registered under the Companies Act. 

Indian Promoters/Investing Companies must comply with the current FDI policy applicable to telecom/licensing.

DoT made migration to UL optional for existing standalone license holders at the time of the policy change.

No new standalone licenses or renewals for standalone Audiotex/VMS/UMS will be issued under old rules.

Yes......Point-to-point conferencing and calling card facilities are generally not permitted under this authorization unless specifically allowed to registered enterprises, subject to conditions.

 

All calls and routing for audio conferencing must originate and terminate within India and must remain within Indian networks to avoid unlawful international bypass.

Licensees under this authorization pay a licence fee typically at 8% of Adjusted Gross Revenue (AGR), in line with other Unified Licence service authorizations.

The Unified Licence Agreement outlines financial terms such as revenue definitions, AGR exclusions, etc., in detail.

The Unified License authorization generally has a validity of 20 years (standard for most UL authorizations), subject to terms in the UL agreement and renewals.
