PM WANI Service authorisation

The scope of Public Wi-Fi Access Network Interface (PM-WANI) service authorisation comprises of the following: (a) PM-WANI service; and (b) public data office service. The authorised entity shall only provide telecommunication services authorised under the scope of its authorisation.

Details of Service

Prime Minister Wi-Fi Access Network Interface service Authorisation consists of authorisation for the following services -
a.    “app”, in relation to app provider means, a type of software designed to run on mobile devices or computers to—
i.    register a user;
ii.    authenticate a user
iii.    discover wi-fi access points that are compliant with wi-fi access network interface in the nearby area and display the same in the application for accessing internet service through such access points.
b.    “app provider” means a person that develops, operates and maintains the app.
c.    “central registry” means a system containing online database containing the details of public data offices, public data office aggregators and app providers.
d.     “public data office” in relation to a public data office aggregator, means a person who establishes, operates, maintains and expands wi-fi access points that are compliant with wi-fi access network interface to deliver internet services to a user.
e.    “public data office aggregator” means a person who aggregate wi-fi access points that are compliant with wifi access network interface established by public data offices and performs functions relating to authorization and accounting.
f.    “wi-fi access network interface” means a network interface for interworking among software applications used by public data offices, public data office aggregators, app providers and central registry.

Who Can Apply

1.    Any Indian company registered in India.
2.    The applicant must be an Indian-owned and controlled entity as required under telecom authorisation norms.
3.    No prior telecom license is required; entities can apply specifically to operate as PDOA or App Provider under PM-WANI.
4.    The entity must meet all technical, operational, and security requirements prescribed by the Central Government.

Application Process

Prepare Documents Compile all required corporate, financial, technical, and security documents as specified by the Central Government.

Submit Application Online Apply through the designated authorisation portal in the prescribed form and manner.

Scrutiny & Clarifications DoT/LSA reviews the application and may seek additional information or clarifications.
4
Issuance of Letter of Intent (LoI) If eligible, an LoI is issued specifying payment requirements (entry fee, financial guarantee).
5
Payment & Compliance Submission Applicant submits the required fees and financial guarantees within the given timeline.
6
Grant of Authorisation Upon successful verification, the authorisation is issued for the approved service area.

Validity

The PM-WANI service authorisation is valid for 20 years from the effective date, unless otherwise specified under the Rules.
