Captive VSAT CUG License allows to install VSAT, i.e. small-sized earth station(s), to provide data connectivity between various sites scattered throughout India using VSATs. However, these sites should form part of a CUG.

Details of Service

  • The scope of the license is to provide data connectivity between various sites scattered throughout India using VSATs. However, these sites should form part of a CUG.
  • The Captive VSAT licensee can set more than one CUG for their own use. VSAT terminal may be used to aggregate the traffic from M2M/loT devices as long as the CUG nature of the network is not violated.  Further, User terminal stations on moving platforms are also permitted.
  • Captive VSAT License means the license for those networks in which the equipment and facilities are owned and operated by the licensee itself for its own use under one Closed User Group (CUG).
  • The Captive VSAT CUG is typically deployed by corporate and Government bodies to cater to their own requirement and applications.
  • For deployment of Captive VSAT network, the intending organization has to apply to the Saral Sanchar Portal to obtain this license, according to the laid down procedure.
  • Third party ownership and provision of services by a third party are not permitted under this category of license.

Who Can Apply

  • The applicant organization must be an Indian company, registered under the Indian Companies Act 2013/ Government Department/Government organizations. 

  • The total composite foreign holding of the registered company shall be governed by Foreign Direct Investment (FDI) policy of the Government of India as announced by Department of Industrial Policy and Promotion from time to time.

1. Copy of registration certified by Company Secretary/Statutory Auditor and countersigned by Director duly authorized by the company.
2. Articles of Association certified by Company Secretary/Statutory Auditor and countersigned by Director duly authorized by the company.
3. Memorandum of Association certified by Company Secretary/Statutory Auditor and countersigned by Director duly authorized by the company
4.Copy of Agreement between the Indian Company and Foreign Partner(s), if applicable
5.Copy of approval of Government of India for terms of Foreign collaboration or copy of application submitted to SIA/ Government in this regard with proof of submission
6. Latest Income Tax Clearance/ Income Tax Return
7. List of Telecom Service License(s) held by the company and its allied/ sister concerns/ partners/ equity holders/ promoters, if any, and their present status
8. Resolution of Board of Directors/ other proof that the person signing the application is the authorised signatory
9. Brief write up of the proposed network & services along with schematic diagram
10. Link Engineering for all types of carriers with approved satellite parameters
11. Carrier Power & Bandwidth summary showing total space segment & satellite power requirements
12. Clause-by-clause compliance with the applicable TEC IR.
13. List of model and make of all the equipment proposed in the network, along with their specifications/data sheets.
14. Exact locations of Hub/central site and tentative locations of other earth stations/ VSATs.

Fees and Charges

1. Processing Fee (Non-Refundable):  

  • ₹25,000 (Rupees Twenty-Five Thousand), 

  • Payable online at the time of submitting the application.

2. One-Time Entry Fee (Non-Refundable/ Non-Adjustable):   

  • ₹15,00,000 (Rupees Fifteen lakh),  

  • Payable online before signing the license agreement

3.  Annual License Fee:  

  • The annual license fee for the Captive VSAT CUG license is Rs. 10,000/- per annum per VSAT multiplied by the total number of VSATs installed. 

  • Total No. of VSATs shall include all types of VSATs (receive only/transmit only/ receive & transmit both etc.). 

  • The M2M/loT devices, used in any architecture (including Direct-to-satellite or in aggregator mode), shall not be treated as VSAT for the purpose of levy of license fee.

4. Spectrum Charges (WPC Fees):

  • Spectrum related charges, including payment for allotment and use of spectrum, shall be as specified by the Department. 

5. Financial Bank Guarantee (FBG):

  •  ₹3,00,000 (Rupees Three lakh)
  • To be submitted prior to license signing
  • Shall be valid for a period of one year and to be renewed from time to time.

To establish a Closed User Group (CUG) satellite communication network using VSATs/User terminals through the Authorised satellite system for private/internal use only—not for public or commercial service.

A Closed User Group is permissible for following categories of business association ship:-

i) Producer of goods and his trader/agent;

ii) Provider of service and his trader/agent;

iii) Producer of same category of goods (e.g. manufactures of petroleum products); and

iv) Provider of the same category of service (e.g. bank).

Note: End-consumers are not allowed in the CUG.

No. Interconnection with Public Switched Telephone Network (PSTN) is not permitted.

No. The License does not confer any right to assignment and use of spectrum, for which a separate specific frequency assignment shall be required from the WPC Wing of DoT.

The required satellite capacity (space segment) shall be obtained by the Licensee from the Department of Space (DoS)/ NSIL or space segment provider duly authorized by DoS/ IN-SPACe on terms and conditions as applicable.
