This is a licensing process for migration of existing license to the Unified License (UL) to ensure that UL regime covers all the existing licenses.

Details of Service

Applicant can apply for Unified License along with authorization for any one or more services listed below:

  1. Unified License (All Services)
  2. Access Service (Service Area-wise) as per details at Annexure- IV
  3. Internet Service (Category-A with All India jurisdiction)
  4. Internet Service (Category-B with jurisdiction in a Service Area) as per details at Annexure- IV
  5. Internet Service (Category-C with jurisdiction in a Secondary Switching Area) as per details at Annexure-III
  6. National Long Distance (NLD) Service
  7. International Long Distance (ILD) Service
  8. Global Mobile Personal Communication by Satellite (GMPCS) Service
  9. Public Mobile Radio Trunking Service (PMRTS)Service
  10. Very Small Aperture Terminal (VSAT) Closed User Group (CUG) Service
  11. Audio Conferencing/ Audiotex/ Voice Mail Services
  12. Machine to Machine (M2M) (Category-A with All India jurisdiction)
  13. Machine to Machine (M2M) (Category-B with jurisdiction in a Service Area)
  14. Machine to Machine (M2M) (Category C with jurisdiction in a SSA/ District)

Who Can Apply

It would be open for existing licensees of any telecom service to migrate to Unified license well before the due date of the expiry of existing license. However, it would be mandatory for an existing licensee to apply for Unified License Regime under the condition that - All the Telecom Service Providers who wish to expand the scope of their License / Service to include any additional service(s) or any licensed area / Service Area(s), shall have to apply for Unified License Regime for that authorization. Further, on expiry of any of their current license(s), the Telecom Service Providers shall have to migrate its relevant license(s) to Unified License with relevant authorization at the time of renewal/ extension of license and obtain spectrum separately, which is delinked from Unified License, if required..

Application Process

Migration Request In order to migrate the existing UL, UL VNO and Pre-UL licenses a new Migrate button is provided on the main dashboard for the applicant user.

Application form Once the migrate button is pressed the user is redirected to the Application form page where all the user and services data already present is populated which can be edited.The existing services data is populated which can be edited and new services data also can be added. Also the user has to upload 3 documents mentioned in the form. The application form can be Saved and Validated before the final Submit. Also Application form can be previewed in PDF format.

Addition/ Modification of license and services data Applicant can modify the existing license and service details. Applicant can also add new entries of license details using the + (plus) menu on the grid table.

Upload Signed Application The applicant has to upload the digitally signed form after submitting the application form. It can be downloaded from the same page. Once the signed application is uploaded and submitted using Final Submit button the application will be forwarded to the respective nodal office for scrutiny.

Modification after reversion In case the nodal officer reverts the application for corrections, the reverted application will appear in the user dashboard with Modify button.

Approval for Migration Approved migrations list under "Migration Requests," showing migrated services in operation; no extra fees for basic conversion, but entry fees apply for expansions.
