Enterprise Communication Service Authorisation

Enterprise Communication Service Authorisation

Enterprise Communication Service Authorisation allows entities to provide audio conferencing, audiotex, cloud-based EPABX/CPaaS, and voice mail services on a commercial basis across India. It enables enterprises to deliver interactive information services, host PBX functions, and offer voice messaging linked to telecom identifiers. Only the services defined under this authorisation may be provided, and no other telecom service can be offered without separate approval.

Details of Service

The scope of enterprise communication service authorisation comprises of the following telecommunication services provided to users on commercial basis: 

(a) Audio conferencing service; 

(b) Audiotex service; 

(c) Cloud-based EPABX service; and 

(d) Voice mail service. 

An authorised entity holding an enterprise communication service authorisation, shall only provide telecommunication services authorised under the scope of its authorisation, and not any other telecommunication services which may require a separate authorisation from the Central Government.

Who Can Apply

1.    Any entity intending to provide audio conferencing, audiotex, cloud-based EPABX/CPaaS, or voice mail services.
2.    Applicants must apply in the form and manner specified by the Central Government.
3.    Must comply with all eligibility requirements under the Telecommunications Act and associated Rules.
4.    Must meet the prescribed security, technical, financial, and operational conditions.
5.    Must adhere to rules related to beneficial ownership, prohibited investors, and national security.

Documents Required

1. Certificate of Incorporation under Indian Company Act.
2. Board Resolution authorising submission of the application.
3. Shareholding Pattern and Beneficial Ownership details.
4. FDI-related documents and declarations on no prohibited investors.
5. Financial documents: audited statements, net worth certificate, and declaration of no outstanding dues.
6. Technical documents: service architecture for audio conferencing, Audiotex, EPABX/CPaaS, and voice mail services.
7. Security compliance documents: lawful interception readiness, data storage and monitoring arrangements.
8. Completed application form and payment proof of the processing fee as required by the Central Government portal.

Application Process

Prepare Documents Compile all required corporate, financial, technical, and security documents as specified by the Central Government.

Scrutiny & Clarifications DoT/LSA reviews the application and may seek additional information or clarifications.

Issuance of Letter of Intent (LoI) If eligible, an LoI is issued specifying payment requirements (entry fee, financial guarantee).

Payment & Compliance Submission Applicant submits the required fees and financial guarantees within the given timeline.
6
Grant of Authorisation Upon successful verification, the authorisation is issued for the approved service area.

Validity
