Long Distance Service Authorisation for a Network Service Operator (NSO) enables the provision of National Long Distance (NLD) and International Long Distance (ILD) telecommunication services across the National Service Area. It allows an NSO to establish, operate, maintain, and expand long-distance telecommunication networks for carrying voice, data, video, and other communication traffic. Under this authorisation, an NSO may provide domestic and international connectivity services, leased circuits, bandwidth services, and other long-distance communication services through wireline, wireless terrestrial, satellite, and submarine cable networks. telecom infrastructure.
Details of Service
The scope of Long Distance Service Authorisation for a Network Service Operator (NSO) comprises the following:
A. National Long Distance (NLD) Service
Carriage of bearer telecommunication traffic within India.
Carriage of intra-circle and inter-circle long-distance calls.
Domestic Leased Circuit.
Domestic Calling Card.
B. International Long Distance (ILD) Service
Carriage of bearer telecommunication traffic outside India.
Carriage of international long-distance calls to or from foreign carriers.
International Private Leased Circuit (IPLC).
International Calling Card.
In addition, an NSO may:
Provide domestic bandwidth on lease to authorised entities or licensees permitted to have such connectivity under their respective authorisation.
Provide international bandwidth on lease to authorised entities or licensees permitted to have such connectivity under their respective authorisation.
Establish, operate, maintain, or expand Cable Landing Stations (CLS) or Cable Landing Station – Point of Presence (CLS-PoP), subject to security clearance and prior written approval of the Central Government.
Establish, operate, maintain, or expand International Long Distance (ILD) Gateways or International Internet Gateways (IIG), subject to security clearance and prior written approval of the Central Government.
Services may be provided through wireline networks, wireless terrestrial networks, satellite networks, or submarine networks.
Who Can Apply
An applicant seeking Long Distance Service Authorisation (NSO) shall:
Be a company incorporated under the Telecommunications Act, 2023.
Meet the minimum paid-up equity capital and minimum net worth requirements specified under Schedule C, wherever applicable.
Comply with Foreign Direct Investment (FDI) policy and applicable laws of India.
Ensure that no prohibited investor has direct or indirect investment or control in the applicant entity.
Comply with beneficial ownership and cross-holding provisions under the Rules.
Clear all dues, liabilities, penalties, or obligations relating to any previous telecom licence or authorisation, if applicable.
Documents Required
Certificate of Incorporation issued under Companies Act.
Memorandum and Articles of Association.
Board Resolution authorising submission of application.
Shareholding pattern and beneficial ownership details.
Chartered Accountant certificate for paid-up equity capital and net worth.
FDI related declarations and foreign investment details, wherever applicable.
Application Submission-• Application shall be submitted through the notified portal.
• Required documents and processing fee shall be uploaded/submitted.

Examination by Government-• Central Government may seek clarifications or additional documents.
• Application shall be examined for eligibility and compliance.

Letter of Intent (LoI)- If found eligible:
• Letter of Intent (LoI) shall be issued.
• Applicant shall comply with LoI conditions within prescribed timeline.
• Entry fee and Initial Guarantee shall be submitted.

Grant of Authorisation-Upon successful compliance:
• Unique Authorisation Number shall be generated.
• Long Distance Service Authorisation shall be granted in Schedule D format.

Validity
The authorisation is valid for 20 years from the effective date and may be renewed for an additional 20 years. Renewal applications should be submitted at least 12 months before expiry, with late applications permitted up to 4 months before expiry

This is to inform that the acceptance of new applications under Indian Telegraph Act 1885 has been stopped for all kind of Unified Licenses, Unified Licenses (VNO), Standalone Licenses, Registrations, Permissions. Accordingly, the Saral Sanchar Portal and National Single Window System (NSWS) will not accept any new applications for the same.
All applicants who wish to i) obtain any of the above authorisations/ registrations under The Telecommunication Act, 2023, or; ii) migrate the existing licenses/ authorisation granted under Indian Telegraph Act, 1885 to the corresponding authorisations under The Telecommunication Act, 2023 may login to https://eservices.dot.gov.in/authorisation-portal from 25.06.2026 onwards.
This is to inform that the acceptance of all applications including renewals under Indian Telegraph Act 1885 has been stopped for Dealer Possession License (DPL)/ Non-Dealer Possession License (NDPL) and Manufacturing Licence & Testing License. Accordingly, the Saral Sanchar Portal and National Single Window System (NSWS) will not accept any new applications for the same from 03.07.2026 onwards
