82 Authorisation | Captive VSAT Service Authorisation
  1. Every authorised entity shall pay an Annual Authorisation Fee of ₹10,000 per Very Small Aperture Terminal (VSAT), including Earth Station in Motion (ESIM), installed from the effective date of authorisation.
  2. Upon renewal or migration, the Annual Authorisation Fee shall continue to be ₹10,000 per VSAT terminal.

Authorisation Fee

  • Annual authorisation fee shall be 8% of Adjusted Gross Revenue (AGR). 

  • The fee shall include contribution attributable to Digital Bharat Nidhi. 

  • Spectrum related charges shall apply separately wherever applicable. 

Validity

As per Rule 10 of Telecommunications (Authorisation for provision of Principal Telecommunication Services) Rules, 2026, the duration of each authorisation granted under rule 7 shall be such as is specified under the said rule, subject to a maximum of twenty years and the provisions of rules 16, 17 and 81. 

Renewal 

As per sub-rule (3) of Rule 15 of Telecommunications (Authorisation for provision of Principal Telecommunication Services) Rules, 2026, the Central Government may, in its discretion, on receipt of an application under sub-rule (1) or (2), renew the authorisation for such period as decided by the Central Government, subject to a maximum of twenty years. Renewal applications should be submitted at least 12 months before expiry accompanied by processing fee as specified in Schedule A.
