Mandatory Testing & Certification Of Telecommunication Equipment (MTCTE)
No telecommunication equipment notified under MTCTE, shall be sold or deployed in any telecommunication network, or otherwise be used in India, unless it has a valid Certificate of Conformity Assessment.
Every person to which a notified standard applies, shall ensure that the details of such standard, including the Certificate of Conformity Assessment, is displayed in such manner as specified by the Appropriate Authority
Objectives of MTCTE
I. that any Telecom Equipment does not degrade performance of existing network to which it is connected; II. safety of the end–users; III. protection of users and general public by ensuring that radio frequency emissions from equipment do not exceed prescribed standards; IV. that telecom equipment complies with the relevant national and international regulatory standards and requirements.
The testing and certification envisaged in Amended MTCTE Procedure v3.0 (TEC 93009:2024) ensures that the equipment meets all TEC prescribed Essential Requirements. The quality and reliability of equipment is not part of this procedure, hence, the same is not guaranteed through this certification. OEMs / dealers themselves will be responsible for necessary quality and reliability criteria claimed by them. Any equipment to be used in the network of Licensed Telecom Service Providers/ Internet Service Providers/Virtual Network Operators etc. may have to undergo additional tests as specified in License.

Indian Original Equipment Manufacturer (Indian OEM) OR Authorised Indian Representative (AIR) of Foreign OEM.
Please refer the ER of Equipment operating in 2.4 and 5GHz. The pages No. 2 of the ER provides the list of product variants covered by the ER. The same is reproduced below: 1. PTP PMP Wireless Access Equipment 2.4 or 5 GHz 2. Wifi Access Points and CPE 3. WLAN Controller Equipment
The essential parameters mentioned in the ERs are to be complied mandatorily. No exemption to essential parameters is considered.

The products notified under MTCTE are communicated to Customs authorities. In addition, a copy of all the MTCTE Certificates are also uploaded to the customs portal for their reference.

No. Generally, sub-contracting by a designated CAB is not allowed. In exceptional cases of breakdown of testing facilities, the designated CAB is allowed to get the same tests done through other designated CAB with prior consent of customer.

Any information/clarification required for evaluation of test reports will be specifically asked by the concerned evaluator online on portal through Dialogue module or through email. Further applicant may also upload any additional information related to product testing along-with test reports as multiple uploads are allowed in that.
Details of Service
Telecommunications (Framework to Notify Standards, Conformity Assessment and Certification) Rules, 2025 prescribes for Certificate of Conformity Assessment in respect of Telecommunication Equipment as defined in Telecommunications Act 2023.
