Establishment of Common Duct & Cable Corridor for Cost-Effectiveness and Sustainable Infrastructure
Implementing common and shareable telecom ducts and utility corridors in all linear projects, especially by the central/state/UT governments can bring several benefits. It reduces overall infrastructure costs by avoiding duplicate construction, minimizes disruption to the public by avoiding repeated excavations, reduces air pollution and speeds up the deployment of telecom services due to the availability of ready-made ducts. Additionally, this approach enhances the maintenance and upgrade efficiency of telecom networks and other utilities.
Details of Service
As per the RoW Rules 2024, Central Government may notify an infrastructure project or class of infrastructure projects, where the public entity shall
Make available (duct) on an open access basis, that is, non-discriminatory and non-exclusive, subject to payment of charges based on prevailing market rates and the principle of cost recovery over a minimum period of twenty-five years.
Provide for an online application process to enable facility providers to make an application.
Provided that such charges shall not exceed the amount as may be notified by the Central Government from time to time.
This concept proposes the nationwide adoption of 'Shareable Telecom/ Telecom+ Power Ducts' to address these challenges. The key objectives are:
